Harrow Local Core Offer: your guide to services
The Local Core Offer outlines the different services and support available in the borough for children and young adults under the age of 25 with special educational needs and those who are disabled.

Short Breaks
‘Short breaks’ gives children and young people with disabilities the opportunity to access fun and exciting activities whilst developing their personal and social skills with their peers. It gives parent(s) and/ or carer(s), and other family members, a break from their caring duties.

Short Breaks Core Offer Funding

If you have middle to high rate (care and/ or mobility) Disability Living Allowance (DLA) you can apply for Short Breaks Core Offer Funding to help pay for short breaks, a support carer and other activities.

Please email duty.assess@harrow.gov.uk and say you would like to receive your ‘Short Breaks Core Offer Funding.’


Please include the following details in your email.


1) Your child's name and date of birth

2) Your name and contact number

3) A photo of your DLA letter which says what rate you are getting.

Short Breaks Providers

These are also known as after school and holiday clubs, and they provide activities for children and young people with disabilities. You can pay for these activities privately, with your short breaks core offer funding and, if you entitled, given as part of a care package from the Children and Young Adults Disability Service (CYADS).

Children and Young Adults Disabilities Service (CYADS)
The CYAD service supports children and young people/ adults, from 0 to 25 years, with a moderate, severe or profound disability. They offer a full social work, carers and transition (for young people from year 9) assessment and can help with social work support, home care services, short breaks, direct payments and carers assessment.

Harrow Parent Forum
This forum helps to improve services for children and young people (up to the age of 25), with Special Educational Needs and / or Disabilities, and their families. They offer advice and support to families, run events and consultations with speakers from a variety of services across Harrow and outside the borough and seek contributions from families to shape services.

Harrow Special Educational Needs and Disability Information Advice and Support Service (Harrow SENDIAS)
SENDIAS offers support, information and advice to parents and carers of children and young people aged up to 25 who have a special educational need or disability (SEND). They also support the children and young people themselves with matters relating to education, health and social care.

Special Educational Needs Assessment and Review Service (SENARS)

SENARS works with families of children and young people, school and other agencies. They work to ensure that children and young people with special educational needs get the most out of their education and maximise.

SENARS are responsible for conducting Education Health Care needs assessments and for writing, reviewing and updating your child’s Education Health Care Plan (EHCP).

Harrow Special Needs Community (SNC)

This is a London-wide social enterprise created by a team parents and carers, who provide support, and empower and connect families. They support all families with children and young people/ adults with a special educational need of disability.
